An MVP with two modules behind one login: a Technical Memorial generator that turns a short form (optionally voice input) into a full ABNT-formatted document, and a city-hall requirement translator that reads a "Comunique-se" PDF and returns a plain-language task checklist. Every AI call goes through a multi-provider layer that defaults to Gemini and falls back to Claude, with the order configurable per use case.

The second DocObra product module: upload a city hall's "Comunique-se" PDF and get back a plain-language task checklist, powered by the same multi-provider AI layer (Gemini first, Claude fallback) as the Memorial generator.
